UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a new poll of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of playing fields and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Increases and Wider Fiscal Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to increase council taxes next April to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week also found council budgets being stretched by the growing number of young people and older individuals needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a policy document outlining those reforms has been postponed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” said the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the last year, the study found.
