Specialists Identify Russian Intimidation Strategy Against Cruise Missile Use

Moscow is conducting a “reflexive control” operation of intimidations to deter the US from providing precision-guided weapons to Ukraine, according to conflict researchers. A senior official stated: “We are familiar with these weapons very well, how they fly, how to shoot them down, we tested against them in the Syrian conflict, so there is nothing new. Only those who supply them and the deploying forces will have problems … We will find ways to damage those who cause us trouble.”

Ukrainian Defensive Operations Progress

Kyiv's troops were causing significant casualties in a military operation in eastern Donetsk region, the war's main theatre, the Ukrainian president said on Wednesday. The Ukrainian president's account, following a communication with his senior military officer, contradicted Vladimir Putin's speech before high-ranking military personnel a previous day in which he claimed Moscow's forces held the strategic initiative in all frontline sectors.

According to analysis dated early October, military analysts said Russia was experiencing substantial casualties, especially due to drone strikes by Ukraine, in return for limited tactical advances. Ukrainian forces, Ukraine's leader reported, were “defending ourselves along various sectors”, mentioning particularly the Kupiansk area, a largely destroyed city in north-eastern Ukraine under heavy Russian assaults for an extended period.

Area Conditions

Administrative officials in Ukraine's southern region of the Kherson oblast said offensive operations on Wednesday caused three deaths in and around the regional capital of the same name. Local authorities of Sumy region, on the northern border with neighboring Russia, said three fatalities occurred in UAV assaults in different districts. Kyiv's air command said it intercepted or jammed most of the attack and decoy UAVs through the evening.

Military action significantly harmed a Ukrainian energy facility, government sources stated on Wednesday. Facility personnel were harmed during the strike, according to power utility representatives. Sources gave limited details, about the facility's position, but national sources said strikes hit energy infrastructure in the Chernihiv region, southern Kherson and eastern Ukraine.

Civilian Consequences

In the border community of northeastern Ukraine, severely affected by the military campaign against the power supply, authorities have established temporary shelters where people can find shelter, drink hot tea, charge their phones and obtain emotional assistance, based on information from administrative leader.

Diplomatic Measures

The Ukrainian diplomat to the North Atlantic Treaty Organization on midweek urged European allies to step up purchases of US weapons for Ukraine. “This doesn't mean we favor US equipment over French or German or some other European weapons – the issue is that we are requesting the America for systems that European countries are unable to supply,” said the diplomatic representative.

Germany's national police will soon be allowed to neutralize UAVs, government official declared on midweek, after a spate of unmanned aircraft incidents suspected as foreign operations to conduct surveillance and threaten. Announcing legal changes, the official said police would be authorized “to employ state-of-the-art technical action against drone threats, such as electronic countermeasures, signal disruption, satellite signal blocking, but also with physical means”.

European Security Challenges

European Commission President said on Wednesday that EU nations need to ramp up its protective capabilities to respond to complex threat operations after air incursions, digital assaults and submarine infrastructure disruption. “These aren't coincidental events. This represents a coherent and escalating campaign,” the official said in a presentation to the EU legislative body. “A couple of events are coincidence, but multiple, repeated, numerous – this is a planned and specific ambiguous warfare operation against EU nations, and European countries should answer.”

Humanitarian Conditions

The Swiss authorities has extended its temporary shelter provided to Ukrainian refugees to at least early 2027. Temporary protection, which permits refugees to travel abroad as well as seek employment there, is generally limited to twelve months but can be continued. “The ruling shows the persistent dangerous conditions and ongoing military actions across significant Ukrainian territory,” said a federal announcement. “Regardless of global diplomatic initiatives, a permanent peace that would permit protected homecoming is not projected in the foreseeable future.”
